Abstract

Encouragés par la Commission européenne et l'Organisation de coopération et de développement économiques, un nombre croissant de pays de l'OCDE ont mis en œuvre des mesures, ces cinq dernières années, pour promouvoir et faciliter les achats publics d'innovation (API). Les décideurs politiques font cependant face à deux difficultés. Une telle utilisation stratégique des achats publics ne saurait, premièrement, compromettre leur fonction principale, c'est-à-dire aider l'exécution des missions des pouvoir publics. Elle doit, deuxièmement, composer avec le fait que les API sont polymorphes, ont de multiples objectives, impliquent plusieurs types d'acteurs, visent des biens et services divers sur des marchés différents, et cherchent à satisfaire une grande diversité de besoins.
