Rareté et paix internationale. Une analyse économique

Abstract

La rareté constitue un facteur de conflit, qu'elle soit naturelle ou volontairement créée comme expression d'un pouvoir politique ou mercantile. Le capitalisme organise parfois une rareté relative, laquelle peut ensuite conduire à une guerre civile. Globalement, l'humanité a toujours lutté contre la rareté, souvent à l'aide des armes. Or, la sécurité internationale nécessaire au maintien de la paix est un service aléatoire et coûteux, notamment dans le cadre d'un marché mondial créateur d'inégalités. En situation de paix armée, l'effort de sécurité peut stimuler l'économie nationale, à condition de ne pas dépasser un certain seuil. Enfin, l'économie est parfois une arme qui peut déboucher sur des solutions létales.
