Abstract

Dans les Communautés économiques régionales (CER), on observe souvent un écart entre les ambitions des traités et actes communautaires et la vigueur avec laquelle les États membres (EM) les mettent en oeuvre. C'est pourquoi le succès des unions régionales implique de suivre l'engagement des États membres dans cette mise en oeuvre. Ainsi dans l'Union économique et monétaire ouest africaine, les textes communautaires en vigueur ne sont pas toujours pleinement transposés ni appliqués par les États membres, ce qui amoindrit les gains attendus l'Intégration régionale (IR). D'une part, une meilleure transposition des textes améliorerait les résultats du processus d'intégration, ce qui est souhaitable avant même d'engager de nouvelles réformes.
