Import tariffs, domestic distortions and "market linkages" : rebalancing EU cereal protection ?

Abstract

Cet article montre que, dans un modèle d'équilibre général à deux pays et trois produits, un droit de douane à l'importation a tendance à entraîner une perte de bien-être économique pour le pays instigateur, lorsqu'il existe une relation de complémentarité entre le produit importé et un produit exporté. La présence d'une distorsion initiale sur le marché intérieur du produit exporté renforce cette tendance. Ces résultats théoriques sont ensuite utilisés pour analyser l'efficacité économique d'une politique de taxation des importations communautaires de corn gluten feed (CGF) et de soja dans le contexte d'après réforme de la PAC. En favorisant la réapparition de la "relation naturelle" de complémentarité entre ces ingrédients et les céréales dans les rations animales, la réforme de la PAC devrait tendre à diminuer le gain de bien-être économique induit par l'application de tels instruments dans l'Union européenne.
