Impact régional d'une libéralisation des politiques agricoles

Abstract

Une réduction de moitié de la protection agricole dans la Communauté Européenne et aux États-Unis, simulée par le modèle MISS, entraîne une baisse substantielle du revenu agricole (-25 %) dans la Communauté à l'issue d'une période de quatre ans. Cette baisse est inégalement ressentie selon les régions agricoles françaises. Les facteurs essentiels de différenciation sont le niveau initial de protection, la part des aliments du bétail dans le coût de production et le progrès technique. Les régions de grandes cultures, orientées vers le lait ou produisant de la viande bovine subissent des baisses supérieures à la moyenne française. Les régions méditerranéennes et l'Alsace, dont les produits sont peu protégés, et la Bretagne, spécialisée dans le hors-sol, sont moins touchées. Une certaine redistribution de la valeur ajoutée se produit. Elle est trop limitée pour que les disparités interrégionales estimées par le niveau de valeur ajoutée par actif soient réellement réduites.
