Abstract

Le chapitre dresse un historique de la politique agricole commune de sa création à la réforme de 2003. Il montre comment le soutien par les prix a progressivement diminué, à travers les réformes de 1992 et de 1999 et a été remplacé par des systèmes d'aides directes de plus en plus découplées. Le texte examine les raisons internes qui ont été à l'origine de ces réformes et les met en perspective avec l'évolution des négociations internationales, au GATT puis à l'Organisation mondiale du commerce, et de la politique américaine.
