Abstract

Les modèles d'équilibre général calculables (MEGC), représentations du fonctionnement de l'économie de marché qui intègrent les interactions entre secteurs, constituent des outils adaptés pour simuler les impacts de changements de politique économique. Un modèle de ce type a été utilisé pour tester deux hypothèses de soutien de type "découplé" au secteur français des grandes cultures (aide indifférenciée à l'hectare, aide proportionnelle au travail employé). Le modèle fournit ainsi une évaluation chiffrée des effets différents de chaque type d'aide sur la production, la dépense publique et un indicateur synthétique de l'état de l'économie ("bien-être"). Ces résultats permettent également de mesurer le degré de "découplage" de chaque dispositif, révélant ainsi sa plus ou moins grande conformité aux dispositions de l'accord agricole d'Uruguay définissant les aides pouvant être exonérées d'engagement à réduction ("boîte verte").
