Les turbulences des marchés européens des protéines pour l'alimentation animale

Abstract

Les marchés des oléagineux dans l'Union européenne sont complexes. Répartis dans six principaux pays, ils sont constitués de flux importants de graines, de tourteaux et d'huiles, entre pays membres et, de plus en plus, avec les PECOs (pays d'Europe centrale et orientale). Aujourd'hui avec l'Agenda 2000, le secteur des oléagineux, comme celui des protéagineux, se trouve confronté à un nouveau défi : ces cultures subissent le principe du découplage, alors que précisément tout leur développement antérieur avait été basé sur l'idée d'une certaine spécificité du problème "protéine" de l'Union européenne. Une filière oléoprotéagineuse puissante serait un "bien public" pour tous dans l'Union européenne. Le marché actuel n'étant pas capable de la conforter, c'est au pouvoir public, à la recherche, au développement et aux différents acteurs économiques qu'il appartient de soutenir spécifiquement ce secteur.
