Abstract

Cet article propose certains aménagements possibles et souhaitables de la PAC dans une perspective de long terme où la double mission des agriculteurs doit être explicitement reconnue : un rôle "marchand" de fourniture de biens en grandes quantités sur des bases compétitives internationalement et un rôle "non marchand" de fourniture de biens mal valorisés par le marché. Il est possible de définir des principes communs de régulation publique et d'instrumentation pour l'agriculture communautaire : un découplage maximal des politiques de soutien au revenu via un système d'aides directes les plus indépendantes possibles des actes de production et un couplage maximal des politiques d'encouragement des fonctions publiques liées à l'activité agricole via un système d'aides ciblées assises sur les facteurs de production.
