Abstract

The scale of local territory now has a prominent place in the health system both in its organisation and in the definition of its policy. As a result, a policy which takes into account the characteristics of the territories and the concerns of local stakeholders has been put in place parallel to the creation of Regional Health Agencies in 2009. This decentralisation of the construction of health policies reveals conflicts in the ways the different stakeholders represent their territory. In order to overcome them, the State has set up a new generation of Regional Health Projects in 2018. As part of the analysis of the situation in the Centre-Val de Loire region, a questionnaire was prepared for users to write the new PRS. We can see that health expectations are deeply rooted in the territories. This results in complex regional planning through the PRS despite an institutional drive for co-construction.
