Les transferts dus à la PAC en France : une analyse régionale

Abstract

Les contraintes internes à la Communauté, et externes, rendent nécessaire un réajustement de la PAC passant par une meilleure prise en compte des conditions réelles du marché. Cela signifie que la réforme de la politique structurelle ira de pair avec une baisse des prix. La forte différence de soutien entre les produits fait que les transferts régionaux imputables à la politique des prix dépendent de la structure du produit régional. De ce fait, les exploitations de grande culture, les plus riches, bénéficient des transferts les plus importants, à l'inverse des zones méditerranéennes ou de production animale intensive. Le budget communautaire intervient pour 25 % seulement dans ce transfert, le reste étant à la charge des consommateurs. L'essentiel des fonds structurels va aux régions méditerranéennes, aux zones de montagne et aux régions défavorisées. Mais à l'exception de la Corse, ces versements représentent au mieux 10 % du transfert par les prix.
