Abstract

Si l'on en juge par son usage croissant dans le discours public, la notion d'externalité est un des grands succès de la science économique dans le domaine de l'environnement. Elle est quasiment devenue un terme générique, et néanmoins savant, pour parler d'une pollution. C'est elle qui sert également souvent à justifier théoriquement de nombreux instruments d'intervention publique, tels que la taxe carbone ou les marchés de « droit à polluer ». Comme on va le constater à travers une histoire japonaise d'anguille grillée tirée d'un livre pour enfants, cette notion pose pourtant de nombreux problèmes, notamment de définition.
