Déjections animales : comment intervenir sur les pratiques agricoles au moindre coût

Abstract

La Bretagne représente l'exemple-type d'agriculture intensive où les déjections animales deviennent par leur ampleur une sérieuse menace pour la qualité des ressources naturelles, notamment de la ressource en eau. Face à cet état de choses, il est clair qu'outre les mesures d'urgence visant à rendre l'eau potable, il importe d'agir en amont, à la source. On peut envisager deux alternatives : soit une modification profonde du système de production qui obligatoirement prend du temps et peut être douloureuse, soit une meilleure maîtrise du système actuel afin de limiter les conséquences de l'intensification. C'est cette deuxième voie qui est explorée. Il s'agit d'examiner les incitations économiques susceptibles d'infléchir la conduite des élevages dans un sens plus favorable à l'environnement, et cela au moindre coût. Un premier point est consacré aux mesures de nature macro-économique qui, en modifiant les rapports de prix entre les ingrédients de l'alimentation animale, permet de diminuer les rejets azotés. Le second point concerne une approche micro-économique montrant comment, dans le cadre actuel des rapports de prix, les comportements des producteurs ne sont pas forcément optimaux en raison de l'existence d'inefficacités.
