L'arrière-plan théorique des OMD : une occutation de la dynamique du développement ?

Abstract

Le bilan des Objectifs du Millénaire pour le Développement invite à s'interroger sur plusieurs biais présents dans leur construction, qui renvoient aux attendus théoriques des Stratégies de réduction de la pauvreté : concentration sur les symptômes de la pauvreté plutôt que sur ses causes, approche individualiste, occultation de la dynamique macro-économique du développement. Ces carences conduisent à réfléchir à ce que pourraient être les bases d'une stratégie de développement pour les prochains objectifs.
