Frais d'inscription dans l'enseignement supérieur et régimes d'état-providence : une analyse comparative

Abstract

La literatura muestra la gran variedad de experiencias nacionales de instauración de derechos de matrícula y sus distintos efectos sobre los estudiantes. Sus resultados opuestos se interpretan y ponen en perspectiva conforme el ambiente institucional respectivo. El autor define el concepto de institución para analizar el sistema de enseñanza superior y elaborar una tipología de los distintos regímenes institucionales. El concepto de regímenes de Estado de bienestar de Esping Andersen (1990, 1999) se utiliza para incluir los enfoques nacionales de financiamiento y compararlos. Su análisis pone de relieve una fuerte relación entre estas políticas y los regímenes de Estado de bienestar. Minetras el régimen de tipo conservador no parece viable a largo plazo, los regímenes socialdemócratas y liberales remiten a dos lógicas distintas de la educación: inversión colectiva contra inversión individual.
