Abstract

L'objectif de notre intervention est de mettre en perspective la notion de plate-forme dans le contexte du transport multimodal en privilégiant volontairement une approche "théorique". Celle-ci s'appuie néanmoins sur l'expérience des nombreuses recherches-actions qui ont été menées dans ce domaine par l'auteur ainsi que par certains membres du CRET (voir bibliographie). Nous commencerons (chapitre 1) par montrer comment les formidables évolutions que connaît le monde du transport depuis les années 1960-70 ont conduit à un nouveau statut du moment particulier qu'est le changement de mode de transport, réalisé en des lieux privilégiés, généralement appelés plates-formes. En fait, le mot "plate-forme" est souvent utilisé pour désigner des équipements logistiques très différents. Nous tenterons (chapitre 2) de différencier et d'expliciter les réalités multiples auxquelles renvoie ce mot. Les logiques actuelles d'organisation des flux physiques, fondées sur la maîtrisedes ruptures de traction et de charge, conduisent à une mise en réseau hiérarchisée de ces points de traitement des flux physiques (chapitre 3). Cette hiérarchisation n'est pas sans comporter des risques de marginalisation pour certains d'entre eux. Nous conclurons notre intervention en évoquant comment les logiques des acteurs qui participent à la prescription, l'organisation et la réalisation des chaînes de transportmultimodales peuvent favoriser l'émergence et/ou la consolidation d'un pôle logistique d'envergure européenne.
