What competency management in the French civil service ?

Abstract

The aim of this chapter is to review current practices in the public sector in the light of the debate about competencies within the private sector rather than to analyse transfers from the private to the public sector. After briefly summarising the terms of the debate in France, and identifying the main issues associated with the emergence of the specific concept of competencies, we analyse how the competency-based management approach corresponds to the general principles of personnel management in the French civil service and to a number of innovative experiences in personnel management.
