Du concept à la fiabilité de la méthode du transfert en économie de l’environnement : un état de l’art

Abstract

La méthode du transfert est une méthode de valorisation de biens environnementaux rapide et peu coûteuse, dont le principe est de réutiliser des résultats établis antérieurement pour des biens similaires. Cet article s’attache tout d’abord à formaliser et comparer les différentes techniques de transfert existantes. Il expose ensuite la méthodologie permettant d’évaluer leur fiabilité. Enfin, il analyse les résultats empiriques relatifs à la validité du transfert, seule composante de la fiabilité pour l’instant étudiée. Il ressort de cette étude que ni la validité du transfert (absence de biais), ni la supériorité théorique du transfert de modèle par rapport au transfert de valeur n’ont été à ce jour démontrées. Cependant, il convient de noter que les procédures de test généralement utilisées ne sont pas adaptées pour mettre en évidence la présence ou non d’un biais de transfert. Par ailleurs, les transferts de modèle n’ont pas été optimaux dans l’ensemble.
