Abstract

Les politiques de maîtrise des dépenses sociales initiées depuis 1983 en France ont contribué à une plus grande sélectivité des prestations et leur ciblage en direction des ménages aux plus faibles revenus. A la conception bien française de l'égalité des chances, semble succéder le recours à un principe d'équité, qui passe désormais par le principe de la discrimination positive : certaines catégories doivent plus particulièrement être aidées. Ce changement interroge notre société tout entière. Unis, hier, sur les valeurs mêmes qui portaient les politiques sociales (sécurité, égalité, bien-être), aujourd'hui divisés, les Français ne fondent-ils pas une société plus ouverte et plus individualiste, chacun se trouvant "requalifié" comme seul décideur des choix sociaux, comme seul porteur des valeurs que les politiques sociales devront réaliser ? Dès lors, La logique du social réclamerait donc que l'on fasse appel à des procédures participatives permettant aux individus de se prononcer en toute circonstance sur les valeurs qui sous-tendent les politiques sociales et notamment la politique de protection sociale à mettre en place.
