Abstract

Qui ne connaît aujourd'hui cette formule quasiment liturgique, cette prière ânonnée depuis cinq ans dans tous les textes européens, dans toutes les réunions de l'Union européenne (UE) : " devenir l'économie de la connaissance la plus compétitive et la plus dynamique du monde, capable d'une croissance économique durable accompagnée d'une amélioration quantitative et qualitative de l'emploi et d'une plus grande cohésion sociale ", " dans le respect de l'environnement "1. Elle est devenue si familière que rares sont ceux qui s'interrogent encore, même quand ils la connaissent et la récitent par coeur, sur sa signification ou sur sa portée, c'est-à-dire sur la pertinence de la stratégie économique qu'elle verbalise. Il faudrait simplement " faire Lisbonne ". Avec quels moyens ? Pour quels résultats ? (...).
