Abstract

Le Conseil européen de Nice clôt une séquence d'initiatives et de réunions européennes rapprochées, inaugurée par le Conseil d'Amsterdam, en juin 1997, et par l'adoption du traité du même nom en octobre de cette même année. Cette séquence a préparé, ensuite accompagné le passage final à l'union monétaire et a envisagé les réponses aux questions nouvelles posées par la réalisation de cette union et la perspective de l'élargissement. Les conclusions de ces réunions dessinent le décor dans lequel va évoluer l'Union européenne pendant plusieurs années, entre l'extinction des monnaies nationales au sein de la zone euro, programmée début 2002, et l'adhésion des premiers candidats est-européens, envisageable au cours des années suivantes (...).
