Abstract

Ni la mondialisation, ni l'internationalisation des firmes, ne gomment l'importance de l'échelon territorial, au contraire. Les performances des entreprises, leur capacité de développement et de rebond dépendent très largement des ressources offertes par les territoires ; symétriquement, c'est de la capacité des territoires à produire des " ressources spécifiques " , propres à répondre à des problèmes productifs inédits, que naît leur attractivité pour les firmes. En particulier, tant que les ressources humaines circulent sur des marchés du travail localisés, les entreprises peuvent trouver intérêt à investir localement dans la construction de compétences. La métaphore du jardinier désigne alors la situation dans laquelle les industriels choisissent de s'inscrire à l'échelle territoriale comme coproducteurs de ressources, et plus spécifiquement ici de compétences, plutôt que comme simples consommateurs. Elle envisage la relation entre l'entreprise et son environnement dans une logique d'écosystème.
