Abstract

Cette contribution a pour objet de montrer que les élus doivent arbitrer entre deux options. D'un côté, ils tendent à imposer une politique en essayant de convaincre les habitants du bien‐fondé de cette dernière et risquent ainsi de se couper de la partie de la population en désaccord. De l'autre, ils s'efforcent de prendre en compte les aspirations des habitants et peuvent alors s'éloigner de leurs convictions en matière de mise en oeuvre de la décision.
