Les conséquences d'un processus concurrentiel dans les services aux collectivités locales

Abstract

Les entreprises spécialisées dans les services aux collectivités constituent un secteur sensible dans la mesure où il met en évidence la frontière entre les intérêts public et privé. Ce secteur s'est progressivement concentré puisque deux entreprises se partagent aujourd'hui l'ensemble du marché français. L'objectif de cet article est en premier lieu de montrer que le poids de ces entreprises a contraint les autorités publiques d'accompagner les mouvements de concurrences et de coopération de ce secteur. D'une part, l'introduction du " processus concurrentiel " dans l'ordonnance de 1986 a permis d'évaluer la concurrence no plus par un optimum, mais par un processus. D'autre part, la gestion des services publics locaux constitue une spécificité de notre pays aboutissant à des coopérations. Cet article propose en second lieu d'illustrer par des exemples les conséquences du " processus concurrentiel " sur le comportement des firmes du secteur. Ainsi, il semble que la traditionnelle " vision portérienne " des forces de la concurrence soit quelque peu modifiée. De même, les coopérations sont à l'origine de stratégies d'internationalisation ou de diversification.
