Abstract

Les mesures adoptées par la Loi de finances complémentaire (LFC) 2009, en introduisant de fortes restrictions à la fois aux importations, à l'investissement étranger et au crédit à la consommation, ont surpris par leur radicalité, alors même que les autorités insistaient sur la résilience de l'économie algérienne face à la crise internationale. Ces mesures participent- elles seulement d'une adaptation au contexte international de crise ou expriment-elles des changements profonds en matière d'orientation économique ? Alors que le constat est implacable - désindustrialisation, effets pervers de la rente pétrolière et gazière, dérive des importations -, découlent- elles d'une remise en cause de l'ouverture économique, d'une restauration des leviers de régulation ou d'une volonté de répondre à des tensions sociales croissantes ? Ne révèlent-elles pas, plus fondamentalement, la situation de blocage du processus de réformes économiques qui trouve ses racines dans les contradictions du rôle de l'Etat dans l'économie nationale depuis la fin des années 1980 ?
