Le nouveau cadre institutionnel de la protection sociale complémentaire d'entreprise : quels enjeux pour les mutuelles ?

Abstract

Le désengagement des régimes d'assurance maladie obligatoire offre des opportunités de croissance importantes pour les assureurs complémentaires. Pour autant, le marché qui se développe ne reproduit pas à l'identique la distribution historique des parts d'activité qui avait confié aux institutions de prévoyance les différentes formes de prévoyance collective obligatoire, aux mutuelles la complémentaire santé facultative et aux compagnies d'assurance des portefeuilles très diversifiés, tant en facultatif qu'en obligatoire. Le nouveau cadre institutionnel, issu des réformes de 2003 et 2004, durcit le système de contraintes auxquelles les différents opérateurs sont exposés alors que l'intensité concurrentielle s'accroît. Nous analysons les avantages et les désavantages comparatifs des mutuelles sur le marché de la complémentaire santé collective et les stratégies mises en œuvre pour synchroniser leurs organisations et leurs pratiques aux évolutions de leur environnement.
