Abstract

La grande résonance de catastrophes comme le tsunami de décembre 2004 ou l'ouragan Katrina d'août 2005 est à l'origine d'un renouveau de l'analyse de la gestion des risques majeurs. Ces événements ont mis en évidence les faiblesses des modes habituels de gouvernance publique des catastrophes, reposant sur la libre circulation de l'information et la mise en œuvre de réglementations. Bien des catastrophes contemporaines nécessitent une architecture organisationnelle complexe qui dépasse ces seules dimensions. Les dix contributions réunies confrontent des expériences internationales et des analyses sur l'état de l'art de la gestion des crises majeures, liant urgence et solidarité dans un contexte de développement. L'ouvrage est organisé en quatre parties. Elles suivent l'ordre de la séquence temporelle : avant, pendant, après, longtemps après la catastrophe. Successivement sont ainsi abordées la construction des capacités locales et la prévention des catastrophes, la place des médias et des processus d'alerte, l'organisation de l'après-catastrophe, les questions de gouvernance et de stratégie de long terme.
