Abstract

Der 2. Kohäsionsbericht der Europäischen Kommission hat eine Debatte über die zukünftige Strukturpolitik entfacht. Die Beiträge in diesem Sammelband greifen die derzeitige Diskussion über die Neuausrichtung der Strukturpolitik mit dem Ziel auf, Konturen eines möglichen Alternativkonzepts zur künftigen Strukturförderung herauszuarbeiten. Drei Fragekomplexe sind dabei zu diskutieren. 1. Vor welchen strukturellen Problemen und Herausforderungen steht die deutsche und europäische Strukturpolitik? 2. Welche Lösungsvorschläge werden in diesem Kontext zur Zeit diskutiert? 3. Welche dieser Vorschläge sind aus beschäftigungspolitischer Sicht geeignet, die strukturellen Probleme zu lösen? Diskutiert werden neben regionalen und sektoralen Konzepten auch der Einfluss Europas, insbesondere der EU-Finanzen auf die nationale Strukturpolitik. Zur Sprache kommen alle politischen Handlungsfelder, die Einfluss auf die Struktur einer Volkswirtschaft haben, wie Beschäftigungspolitik, Infrastruktur, Innovations- und Technologiepolitik, Industriepolitik und natürlich Finanzpolitik.
