Abstract

The economic analysis of the links between institutions and development presents particular challenges with regard to healthcare and access to healthcare services by populations in disadvantaged countries. This paper puts emphasis not only on insufficient development aid but also on the major role played by institutional deficiencies in explaining the persistence of a critical situation as regards healthcare for these populations. We first analyze the causes and characteristics of internal deficiencies within developing countries themselves as well as those characterizing donor countries and multilateral organizations. We then examine the challenges themselves and the conditions implied by the available remedies to these institutional deficiencies.
