Abstract

The Dakar Declaration on Education for All of 2000 set identical goals for all countries and regions in the world without taking into account differences between countries in terms of initial situation, demographic evolution, and available means. To ascertain the demographic context and its evolution in relation to the 2015 horizon, it is crucial to differentiate between the countries concerned and to measure the efforts to be made. Reaching these goals will become an almost insurmountable challenge for these countries and will require far greater efforts and investments than were devoted to the task over the 1990–2000 decade.
