Abstract

Les banques centrales connaissent avec précision le volume et la structure des billets qu'elles mettent en circulation. Par contre, elles ne disposent généralement pas d'informations directes sur la demande de ces billets, notamment parce qu'elles n'en connaissent pas les détenteurs. Divers travaux empiriques ont tenté d 'estimer cette demande dans les pays de l'OCDE (Rogoff, 1998). Ils révèlent qu'une partie parfois importante des billets émis alimente l'économie monétaire souterraine. En effet, dans cette économie qui comporte des activités illégales et des activités légales dont les revenus échappent à la réglementation fiscale et sociale, les agents semblent utiliser exclusivement ou principalement cette forme monétaire pour financer leurs besoins à cause de l'anonymat qu'elle assure.
