Abstract

Le mouvement de globalisation des économies favorise le développement des unions régionales. Parmi tous les accords existants, l'Union européenne fait figure de précurseur. C'est l'ensemble qui a poussé le plus loin le processus d'intégration institutionnel et économique à partir de la mise en place progressive d'un marché intérieur unique accompagné de politiques communes en matière de commerce, de concurrence, d'industrie, d'agriculture et de fiscalité notamment, tandis que les politiques budgétaires nationales font l'objet d'un encadrement étroit par le Pacte de stabilité et de croissance. Certains pays ont franchi une étape supplémentaire dans l'intégration en se constituant en une union monétaire, la zone euro, dotée d'une politique monétaire et d'une politique de change communes. L'Union européenne est aujourd'hui confrontée à de nouveaux défis. Elle doit faire aboutir son projet économique, structuré autour de la Stratégie de Lisbonne, afin de devenir à nouveau un pôle de croissance au sein de l'économie mondiale. Mais il lui faut aussi rendre viable son hétérogénéité croissante avec l'élargissement à de nouveaux États membres, plus pauvres, par un rééquilibrage de ses interventions dans le domaine de la cohésion sociale.
