Abstract

Les tiers secteurs de l'Allemagne, des Pays-Bas et de l'Italie appartiennent, comme celui de la France, au modèle corporatiste appelé aussi modèle partenarial de bien-être. selon la théorie des social origins (Salamon et Anheier) Ils partagent en effet de nombreux traits communs dans leurs rapports avec les pouvoirs publics : développement rapide du secteur non lucratif; enracinement historique des partenariats, financement public majoritaire partenariats déclinés en fonction de la décentralisation. Cette convergence des partenariats s'est renforcée au 21ème siècle car de nombreux défis socio-démgraphiques sont communs de même que l'influence du new public management ; depuis 2007 ces pays font face aux mêmes conséquences de l'austérité budgétaire sur les finances locales et le soutien aux associations
