Finanzielle Unterstützung von Familien in Deutschland und Frankreich. Hat Frankreich für erwerbstätige Mütter die Nase vorn?

Abstract

Obwohl Deutschland und Frankreich in ökonomischer, politischer und institutioneller Hinsicht im Vergleich zu anderen europäischen Ländern viel Ähnlichkeit aufweisen, sind in Deutschland die Geburtenraten und die Vollzeit-Erwerbstätigkeit der Frauen wesentlich niedriger als in Frankreich. Die Ursachen hierfür werden oftmals dem in Deutschland im Vergleich zu Frankreich unzureichenden System staatlicher Kinderbetreuung zugewiesen. Vorliegender Artikel zeigt jedoch, dass auch Unterschiede im System finanzieller Unterstützung von Familien wesentlich dazu beitragen, dass in Deutschland Beruf und Familie schwieriger zu vereinbaren sind als in Frankreich. Der Artikel beschreibt die wesentlichen Unterschiede der vier Hauptinstrumente finanzieller Unterstützung von Familien in beiden Länder (Pauschalzuschüsse für Kinder, finanzielle Unterstützung der Elternzeit und der Kinderbetreuung, Besteuerung des Familieneinkommens) und veranschaulicht, wie das Zusammenwirken dieser Instrumente dazu führt, dass in Deutschland Mütter wesentlich mehr aus dem Erwerbsleben gedrängt werden als in Frankreich.
