Abstract

Dressant un état des lieux des systèmes de supervision européens, organisés sur des modèles différents dont ils proposent une typologie, ils décrivent l'hétérogénéité et la complexité des dispositifs prudentiels nationaux actuels. Ils font ressortir, par ailleurs, les failles d'une telle organisation éclatée face aux conglomérats financiers, aux opérations transfrontières et à la gestion du risque systémique. Ils émettent des doutes quant à l'efficacité du dispositif européen en vigueur, fondé sur le couple formé par la décentralisation du contrôle et l'harmonisation des règles, pour traiter les crises bancaires majeures. Ils plaident pour une réforme structurelle profonde visant à la constitution d'une instance de supervision unique pour l'ensemble des intermédiaires bancaires et financiers, aboutissant à la mise en place d'un méta niveau de supervision.
