Abstract

On constate une forte disparité entre les pays de la rive nord et ceux de la rive sud de la Méditerranée en termes de niveau de vie et de qualité de l'environnement. Comment expliquer ces différences et trouver les moyens d'y pallier ? Certes les conditions géographiques et notamment climatiques sont différentes mais ne parviennent pas à justifier ces différences, d'autant plus que la présence de gisements de pétrole dans certains pays non seulement ne permet pas une amélioration des conditionne économiques et environnementales mais parfois les aggravent. Notre hypothèse est d'ordre institutionnel à savoir que les droits de propriété privés sont limités dans la mesure où l'Islam considère que Allah est le propriétaire éminent de la terre et que si les hommes peuvent l'utiliser ils n'en sont pas propriétaire. Malgré de multiples réglementations permettant de limiter « la tragédie du libre accès » l'insécurité foncière constitue un frein à l'investissement, au développement économique et à la gestion environnementale. Faire évoluer des institutions fondées sur une religion intangible est certes une tâche difficile mais nécessaire au développement économique et à la sage gestion de l'environnement.
