L’évaluation du paysage: une revue critique de littérature

Abstract

Cet article traite des techniques d'évaluation du paysage possibles et disponibles et s'inscrit dans une optique d'aide à la décision publique. Une première partie traite succintement des méthodes développées par les géographes et les écologues. Elles montrent la très grande hétérogénéité des critères qu'elles utilisent et leur incapacité à intégrer le paysage dans une logique sociale globale. Les insuffisances de ces techniques accroissent l'intérêt des décideurs pour les techniques mono-critère (mesure monétaire). La seconde partie présente la méthode du coût du trajet et la méthode des prix hédonistes et met en évidence la nécessité d'une mesure préalable de la qualité des paysages et remarque leur faible pertinence pour le décideur public. Nous nous tournons alors vers la méthode d'évaluation contingente dans une troisième partie. Cette dernière nous apparaît très proche des préoccupations du décideur public et facile à appliquer, malgré l'existence de nombreuses hypothèses relativement contestables. Le paysage est donc rebelle mais pas hostile à toutes formes d'évaluation.
