Abstract

Les années 1990 marquent un tournant dans l'orientation des politiques de l'emploi car la baisse du coût du travail devient un objectif prioritaire. Dès la décennie suivante, sous l'influence de la stratégie européenne pour l'emploi, les réformes vont se centrer sur l'activation des politiques de l'emploi et l'incitation au travail. Sans remettre en cause ces orientations, le débat actuel s'est focalisé sur la nature des objectifs et des instruments à mobiliser en période de crise.
