Weiterentwicklung des aktualisierten Panta Rhei Modells um sozioökonomische Aspekte

Abstract

Im Auftrag des Umweltbundesamtes hat die GWS das Modell Panta Rhei aktualisiert und um neue Simulationsmöglichkeiten erweitert. Die Erweiterungen betreffen insbesondere sozioökonomische Aspekte, da Verteilungsfragen im Bereich der Umweltökonomik jahrelang eine eher untergeordnete Rolle gespielt haben. Jeder (wirtschafts-)politischer Eingriff zieht jedoch Verteilungswirkungen nach sich, welche auch bei Umweltfragen von erheblicher Bedeutung sein können. Im Rahmen von aktuellen Fragen, wie die der Energiewende oder der Finanzierung des Ausbaus Erneuerbarer Energien, wird in der Öffentlichkeit immer stärker nach der sozialen Akzeptanz und Betroffenheit solcher Großvorhaben geschaut. Das Modell UBA Panta Rhei kann nach der aktuellen Erweiterung die entsprechenden Wirkungen energie- und umweltpolitischer Maßnahmen erfassen und somit einen Beitrag zur integrierten Betrachtung von sozioökonomischen und umweltbezogenen Fragestellungen leisten.
