Besparingsmogelijkheden in het waterbeheer

Abstract

Het Interprovinciaal Overleg (IPO) stelt voor de waterschappen ?onder het bestuurlijke dak van de provincies? te brengen. Het voorstel bestaat uit twee elementen. Het eerste is dat de 26 bestaande waterschappen met hun taken waterveiligheid, waterkwantiteit en waterkwaliteit opgaan in 12 provinciale uitvoeringsorganisaties. Het tweede element is dat de afvalwaterzuivering wordt ondergebracht bij gemeenten en wordt gekoppeld aan de rioleringstaak. Dit laatste lijkt op een recent voorstel van de Unie van Waterschappen (vanaf nu ?de Unie?) en de Vereniging van Nederlandse Gemeenten (VNG), maar verschilt hiervan op een wezenlijk punt.
