Hacia una política de gestión integral de pasivos ambientales mineros en Chile

Abstract

En Chile existen 5422 faenas mineras abandonadas o inactivas (SERNAGEOMIN, 2019) que constituyen un riesgo potencial para la salud de las poblaciones y los ecosistemas. La infraestructura minera abandonada o cerrada inadecuadamente, así como sus remanentes –residuos o restos–, son pasivos ambientales mineros (PAM). Los PAM han sido generados por la minería del pasado; sin embargo, impactan negativamente en el presente deteriorando los ecosistemas y afectando la calidad de vida de las poblaciones circundantes. A pesar de que Chile es uno de los principales productores de minerales del mundo, el país no cuenta con una legislación específica para abordar los efectos producidos por el cierre inadecuado de instalaciones mineras. El riesgo que producen los PAM puede reducirse si se avanza hacia una política de gestión sostenible y una legislación específica que los regule. Este documento aborda la problemática de los PAM en Chile, analiza la información pública disponible y, a partir de allí, propone una serie de recomendaciones de política pública.
