Minería hoy: la bonanza que no hay que desperdiciar

Abstract

Los precios altos de los minerales han traído consigo mucha discusión acerca de cómo distribuir los beneficios provenientes de la explotación minera: se habló del establecimiento de un impuesto a las sobreganancias que terminó en una contribución voluntaria de las empresas mineras; se habló de la falta de capacidades en los gobiernos locales y regionales para ejecutar gasto y se flexibilizaron algunos procedimientos para agilizarlo; recientemente, se ha planteado repartir directamente a las familias 35% de las transferencias hechas a las municipalidades de los distritos productores… A pesar de estos esfuerzos, todavía no queda nada claro si esta bonanza está contribuyendo a propiciar el desarrollo local y regional.
