Garder et accueillir les enfants: Une affaire d'Etat?

Abstract

L'objectif de ce texte est de comparer les logiques qui sous-tendent l'action publique en matiere de garde des jeunes enfants dans divers pays de l'Union europeenne. Si les politiques convergent vers l'imperatif de "conciliation" entre la vie familiale et la vie professionnelle, en grande partie sous l'impulsion de la Commission europeenne, il n'en reste pas moins que les politiques doivent composer avec le passe, avec l'histoire et les normes sociales en vigueur concernant les roles respectifs de l'Etat et de la famille dans ce domaine.
