How Do Nations Up-Skill their Work-Forces? The Case of Singapour

Abstract

This paper discusses the specific case of skills upgradation in Singapore. In an era where the need to upgrade skills is paramount in both advanced and developing nations, it is surprising that there is so much debate about what countries can do to upgrade skills. On one side, there are arguments against government led upskilling programmes, while on the other side, there is support for government initiated skills development.
