Il Metodo Aggregativo-Compensatore come Criterio di Aggiudicazione di Aste

Abstract

Il criterio maggiormente usato in Italia dalle pubbliche amministrazioni per l’aggiudicazione di aste multdimensionali è il cosiddetto metodo aggregativocompensatore. Vengono qui studiati gli equilibri delle aste sotto questo criterio e l’analisi porta alla luce due problemi principali: l’inesistenza in ambienti standard,quanto a preferenze e tecnologia, di equilibri che soddisfino i più comuni criteri di raffinamento e la non robustezza degli stessi rispetto a variazioni in aspetti irrilevanti dell’asta. Entrambi i problemi sono direttamente riconducibili alla natura di criterio a valutazione relativa del metodo aggregativo-compensatore e scompaiono quando si impiegano criteri a valutazione assoluta. Questi risultati rendono evidente l’infondatezza economica della prassi delle amministrazioni in materia
