La montée en puissance du régionalisme et l’avenir de l’OMC

Abstract

Les tensions dans le système commercial international grandissent, non seulement à cause des pressions protectionnistes suite à la grande récession de 2008, dont les séquelles sont encore bien présentes, mais également en raison d’une tendance à plus long terme, à savoir la mise à l’écart relative du multilatéralisme, défendu par l’Organisation Mondiale du Commerce (OMC), au profit du régionalisme, qui repose sur les accords commerciaux préférentiels (ACPr). Cette évolution met-elle en danger un des piliers de la stabilité mondiale, à savoir l’ouverture aux échanges et les institutions qui la soutiennent ? Dans ce chapitre en mémoire de Peter Tschopp, nous retraçons les principales étapes de cette marginalisation progressive du multilatéralisme face au régionalisme, nous en discutons les causes et les conséquences, et nous proposons quelques pistes de réflexion sur l’avenir de l’OMC en conclusion.
