Abstract

« L’ODA bashing » est devenue une activité en vogue. Au-delà des procès périodiques sur la faible efficacité de l’aide, voire ses effets pervers, toute une littérature s’est développée ces dernières années pour annoncer la « fin de l’aide », en prétextant parfois que son rôle dans le développement des pays pauvres tendait à devenir marginal : la globalisation de l’économie et la libre circulation des capitaux favoriseraient mécaniquement une convergence économique à l’échelle du globe, rendant désuète l’aide traditionnelle. Dans la plus pure tradition néo-classique, le libre jeu du marché et « le laisser faire » devraient favoriser la convergence des modes de production et de consommation, et ce faisant, le rattrapage du sud.
