Prestaciones no contributivas y medidas de protección para colectivos vulnerables: un panorama y algunas reflexiones

Abstract

El sistema español de protección social no contributiva utiliza tres tipos de instrumentos para proteger a colectivos considerados vulnerables. El primero son transferencias monetarias no condicionadas que complementan los ingresos de los hogares que se consideran en estado de necesidad. El segundo son ayudas finalistas, monetarias o en especie, para determinados consumos considerados básicos y el tercero medidas de tipo “escudo social”, que ofrecen protección especial a ciertos colectivos en sus relaciones económicas con otros agentes privados. En el presente trabajo se describen los distintos programas que utilizan estos instrumentos, se recogen algunas reflexiones sobre los pros y los contras de cada tipo de actuación y se avanzan algunas propuestas para mejorar su diseño.
