Riesgos climáticos e inversiones en infraestructuras hidráulicas: reflexiones y propuestas tras la dana de Valencia

Abstract

En el presente trabajo se ofrecen reflexiones sobre la necesidad de una estrategia de adaptación al cambio climático y propuestas para su diseño. Se analizan los riesgos climáticos, destacando el caso de la cuenca del Júcar como ejemplo de gestión de inundaciones. Aunque la planificación realizada por las confederaciones hidrográficas es metódica, con mapas de riesgo y análisis coste-beneficio, persiste una preocupante lentitud en la ejecución de inversiones necesarias, atribuible tanto a limitaciones presupuestarias como a una resistencia hacia soluciones no basadas en la naturaleza. Este sesgo podría limitar nuestra capacidad para enfrentar los crecientes riesgos climáticos de manera efectiva.
