Evaluación de la Reforma del IRPF 2015-2016: Impacto Recaudatorio y Distributivo

Abstract

En este trabajo se analiza el impacto esperado de la reciente reforma del IRPF, que entrará en vigor de forma escalonada en los años 2015 y 2016. Para ello, se parte de la última muestra anual de declarantes de IRPF disponible a día de hoy, que es la correspondiente a 2011. Esta fuente contiene información detallada sobre unos dos millones de declaraciones representativas de una población total de 19,5 millones de declaraciones. También se ha utilizado la muestra de No Obligados-No Declarantes formada por los contribuyentes que no tenían la obligación de presentar declaración y no la presentaron. Esta muestra abarca a unos 37.000 perceptores de una población de 2,3 millones.
